I don't envision this thing spinning....There's no real fins. 

Looks like a  stick for mixing paint.

 

Buck Jones can't be wrong ----must be something missing? 💨  👀

It has two big tail rotors held flat by air pressure when the rocket is launched. At the top of its trajectory rubber bands pull them out and the rocket spins to earth. Hours of fun from a bit of cardboard. 

 

 

Here's another version that can only reach 10 storeys high.
