The cams that drive the legs also lift those triangular connectors - they in turn lift the shoulders. The arms can be tweaked to lift together or one-up-one-down like a tightrope walker. Spheres are more fiddly to model than the usual box shape of robots, especially any doors and openings in the structure. It's the Imai Destroyer, also known as the Bandai Hari Hari. This very odd robot made its first appearance in the film the Jungle Prince: Imai produced it in kit form, and Bandai re-released it in the 1970s. The box art shows the range of movement of the arms.
