This site http://vintagewindupgames.com/rare_vintage_trick_jumping_circus_clown_tin_windup_motorcycle_toy_japan_sato.php attributes the maker to SATO. Both found in boxes made by Alps, as the companies were close knit. Still never found a place that named this logo as Sato as historical fact. Maybe just survival if the fittest and Sato eventually took over that company. I did not know Alps was a distributor and not toy maker??
