The robot was released in France as "Robot non-stop lance soucoupes". Celect 2000 is probably the name of the importer or a local brand (this name appears also on the french box of  the starroid radio robot I-R4-U) .

The one Database box:

 You are right Joe. The scientific toys symbol appears at the bottom of the robot:

This thread seems to be essential to identify the HK Manufacturers:  

For the other logo, I guess there maybe several compagnies being ordered to produce the same robot. Or is it a distributor/importator logo?

This catalogue confirms the date of the starry robot. BTW notice the "robot television" which is probably the Saturn robot by Kamco.

the back of the controller of the control version of the Starry robot  (radio control Star Robot) shows the date of manufacturing July 1979
