It's a tutorial on how to make silicon molds using hardware store silicon putty and cornstarch or talcum powder...much cheaper and easier to get than the casting kits. I haven't tried the technique yet myself, but it looks like it works pretty well. Don't bother, you can't get any detail from the molds and they rip real easy. It's not even as good as the mold making material used for clay.
