It reminds me of the Chinese Universe Rocket Express and if my understanding of the text below is correct it operated the same way. I did a hunt around and found this site Cosmos 189 auction. I did a Google translate of that page and got this. Old metal toy - Rocket "Cosmos 189", produced in the 50's or 60's by a Romanian manufacturer of toys "Agatex. The rockets seems are from Rumänien (Romania) Eastern Europe because it stand below 20 Lei on this rocket. "Lei" was the former money of Romania.
